1957-2023
- It was founded on the 2nd of September 1957.
- From 1957 on, it has experienced significant changes in structure and content.
Two great periods of its development can be distinguished:
- The first period: 1957 – 1990, when it functioned as a High Pedagogical Institute, with 2-year study programs, later on extended to 3 or 4-year-study programs.
- The second period: from 1991 on, when the High Pedagogical Institute of Shkodra has changed its status to University.
- It is the only public institution of Higher Education in the North of Albania. The students are not only from Albania but also from, Montenegro, Kosovo and Macedonia (Albanian speaking).

UNIVERSITY OF SHKODRA "LUIGJ GURAKUQI offers:
72 study programs in three study levels:
The first level:
- Bachelor (31 study programs)
The second level:
- Master of Science (16 study programs)
- Master of Professional Studies (20 study programs)
The third level:
- Doctoral Studies (2 study programs)

- A five-year-integrated study program: Law Faculty
- One-year and two-year Professional Study Programs:

- Tourist Guide and Tourist Itinerary Management in the Northern Region of Albania

Scientific Research
- Research activities at USH are based on research freedom, academic freedom, professionalism, academic and personal integrity.
- Involvement of students in scientific research is very important for our University (PhD in Sustainable Tourism and Albanian Language) fulfills the framework of the full training of scientific researchers in these important fields.
Two scientific research centers:
- Center for the Study of Waters in the Region of Shkodra,
- The Center for Albanian Studies.

- Any matter that is a request for funding, whether it is funded by USH or other funds is based on clear information, accurate and correct for any plagiarism.
- The scientific researcher, the Head of the research project, etc is in charge for writing, monitoring and implementing his research activity.

The university Scientific library
- The university library was built in 2006, thanks to the fruitful cooperation of the University of Shkodra with the University of Graz, Austria.
- It has a fund of about 111000 books, newspapers, Cds, tape recorders and DVDs in Albanian and foreign languages.
